Carl has a Master of Science degree in Telecommunications Management from the University of Maryland, is a certified Chief Information Officer (CIO) from the Information Resources Management College at the National Defense University in Washington, DC, a graduate of the Army Command and General Staff College, a graduate of the Joint Space Fundamental Course (satellite communications) and a graduate of the Joint Command, Control, Communications, Computers and Intelligence Staff and Operations Course from the Armed Forces Staff College. Carl also held a TS/SCI security clearance.
